"Digital Economy" as Conceptual Voluntarism in Economic Management

The institutional model and structure of the economic system are considered as a methodological basis for understanding the essence of the "digital economy". The main elements and factors that clearly indicate that in scientific circulation the term "digital economy" is identified with one of the elements of the economic system – information and communication technologies - and in essence the concept is a scientific deviation. Which makes it difficult to form a new way of economic thinking and managerial decision-making. This is especially evident in the formation of the semantic core of concepts.
