Strategy Is Most Fragile: What an Expert Pre‐Mortem Reveals
Andrew Mitchell ABSTRACT
In 2024, 138 specialists working on per‐ and polyfluoroalkyl substances (PFAS) at a US conference were asked to imagine that management of these persistent chemicals had failed by 2029, and to explain why. Their responses diverged sharply by sector and region, revealing contrasting assumptions about where failure is most likely to occur. These differences offer insight into how pre‐mortem exercises can strengthen decision‐making for complex sustainability challenges.
