Vocational Skills Development and Quality Education (SDG-4)

Abhishek Kumar Indwar, Chetna Sharma Rajput

This systematic review captures twenty years (2005–2025) of evidence on vocational skills development in Indian higher education institutions concerning the United Nations Sustainable Development Goal 4 (SDG-4) on quality education. This work follows the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) standards in the selection of academic research papers. By studying peer-reviewed research, policy papers, and national-level reports, the study traces changes in vocational education policy, curriculum, and institutional practices in universities, colleges, and skill-centric institutions all over India. The study investigates the extent to which vocational programs have yielded equity in access and employability by pointing to the areas of quality and inclusion where gaps have persisted. The analysis in the review is centered on national-level interventions such as the National Skill Development Mission, NSQF (National Skills Qualification Framework and NEP 2020, and how they have influenced the incorporation of vocational education into higher education, and what effects they have on SDG-4 targets. This study also suggests a slate of policy proposals for India’s higher education institutions to drive SDG-4 realization. These insights resonate with Global South challenges in vocational integration, where equity gaps persist amid knowledge-economy demands, underscoring the universal imperatives for policy-industry alignment to achieve inclusive, quality education worldwide.
