The Role of Security Management in Enhancing Counterterrorism Effectiveness in Libyan State Institutions
Mohamed S Mohamed Arbi, Mohd Yaziz Mohd IsaPurpose: This study examines the effects of Strategic Security Planning, Inter-Organizational Coordination, and Security Human Capital Competence on Counterterrorism Operational Effectiveness in Libyan state institutions. Design/Methodology: A quantitative cross-sectional survey of 200 security personnel was analyzed using descriptive statistics, Pearson correlation, and multiple regression. Findings: All three factors significantly enhanced Counterterrorism Operational Effectiveness, with Security Human Capital Competence emerging as the strongest predictor. The model explained 65.9% of the variance. Practical Implications: Strengthening human capital, strategic planning, and institutional coordination can improve operational readiness, institutional resilience, and the effectiveness of counterterrorism operations in Libyan state institutions.
