The Role of Grassroots Sports in Welfare Policy: An Impact Analysis of Spor Toto Investments (2004–2024)

Sport is an important social policy instrument that contributes to strengthening social cohesion, social justice, and welfare. This study aims to analyze the impact of sports investments carried out by the Spor Toto Organization between 2004 and 2024 within the framework of Türkiye’s efforts to promote widespread participation in sports. The research examines the reflections of these investments on sports participation, athletic success, and the social dimensions of sports. Methodologically, a quantitative analysis based on a 21-year time series was conducted using data from the Ministry of Youth and Sports and the Spor Toto Organization. The findings reveal a significant increase in the number of licensed athletes, coaches, and sports facilities, as well as in international sporting achievements, corresponding with the rise in sports investments. These results indicate that sport has been effectively utilized as a tool to enhance social welfare and support social inclusion processes. Furthermore, despite temporary declines during periods of economic crisis and the pandemic, the overall upward trend in sports investments demonstrates that sport has evolved into a sustainable public policy in Türkiye. The study concludes that sports investments play a critical role in reducing regional inequalities, increasing access to sports for disadvantaged groups, and embedding sport as a permanent element of social life.
