The Performative Subject: Chit-asa 904 and Royalist Mobilisation in Thailand

Pavin Chachavalpongpun

This article examines staged royalist civic mobilisation in Thailand through the Chit-asa 904 royal volunteer programme. Conceptualising the initiative as a state-mobilised movement, the study demonstrates how the current reign shifted the primary royal platform from paternalistic developmentalism to a hyper-centralised emphasis on spatial order, somatic discipline, and digital information operations. Drawing on thirty semi-structured interviews from March 2026, the article maps how the Royal Volunteer School enforces visual, formal, and fiscal compliance across the civil service via unfunded municipal mandates and performance-tied administrative sanctions. However, the data reveals a fundamental paradox: despite nominal registration exceeding seven million cadres, participation remains transactional – driven by career self-preservation, local budget extraction, and administrative coercion rather than organic ideological devotion. The article concludes that by trading flexible hegemony for rigid administrative control, the monarchy has constructed an exceptionally brittle architecture of loyalty vulnerable to rapid fragmentation during future systemic crises.
