THE FORMATION OF PROFESSIONAL COMPETENCIES AND STAFF QUALIFICATION IMPROVEMENT IN RUSSIA

The article examines the system for developing professional competencies and enhancing staff qualifications in the Russian Federation, including institutional mechanisms, the dynamics of coverage by additional professional education (APE) programmes, industry specific features, and the effects on the labour market. Based on data from Rosstat, the Unified Interdepartmental Information and Statistical System (EMISS), Ministry of Labour monitoring reports, and HSE University studies, the analysis covers the scale of retraining activities, the structure of APE programmes, and the correlations between participation in training and employment and wage indicators. Key barriers have been identified, and measures to improve the efficiency of the continuous professional development system are proposed.
