The activities of party organizations in the Bashkir ASSR during the Great Patriotic War (1941–1945)
Ilfat Zakievich SamsitdinovThe subject of the research is the systemic changes in the Bashkir Regional Organization of the VKP(b) caused by the conditions of the Great Patriotic War. The study examines the transformation of quantitative and qualitative characteristics of the membership base, shifts in the social, gender, ethnic, and educational composition, as well as the institutional practices of the party apparatus adapting to mobilization tasks. Special attention is given to personnel processes: the scale of military losses, sources and channels for replenishing ranks, the intensity of leadership rotation, the reformatting of the network of primary cells, and the centralized redistribution of communists to defense-related enterprises. Adaptive institutional practices are analyzed, including the fragmentation of party cells, accelerated involvement of women and youth, and the correction of the social and age profile of the organization. The research focuses on the regional level, which allows for the identification of both general patterns of the functioning of the administrative-command system in extreme conditions and the specifics of the Bashkir ASSR, determined by evacuation processes and industrial structure. The research methodology is based on the principles of historicism and systems analysis. Statistical methods, comparative-historical analysis, and source criticism of archival documents from the funds of the National Archive of the Republic of Bashkortostan and the Russian Center for Storage and Study of Contemporary History Documents have been utilized. The scientific novelty of the research lies in the comprehensive reconstruction of the evolution of the personnel composition of the Bashkir regional party organization in 1941–1945 based on previously unintroduced archival data. Unlike previous works, this article analyzes for the first time the interconnections between gender, ethnic, educational, and industrial shifts with the mechanisms of grassroots rotation and the reformatting of the network of primary cells. It has been found that the initial period of the war was characterized by a sharp reduction in the number of party ranks, which was followed by a gradual increase due to the accelerated involvement of women and youth. The mechanism of emergency implementation of mobilization principles has been established, expressed in the centralized redistribution of communists to defense-related enterprises. Key disproportions have been identified: a weakening of party presence in the agricultural sector alongside a simultaneous strengthening in industrial centers, as well as fluctuations in ethnic and educational compositions caused by evacuation processes. The conclusion is drawn that, despite high turnover and chronic staffing shortages, the party apparatus of the republic demonstrated the ability for flexible institutional adaptation, becoming a core element of the administrative-command system in wartime conditions.
