Vehicle-infrastructure cooperation (VIC), enabled by vehicle–road–cloud integration, enhances road capacity and network efficiency. For large-scale urban networks, optimal deployment of smart roadside facilities at various stages is crucial for effective traffic management and control. This paper proposes a method for smart roadside facility layout and coordinated control of regional boundary traffic flow in VIC environment. First, a biobjective optimization model for VIC intersection siting is constructed, and the facility location-optimized nondominated sorting genetic algorithm II is then adopted to solve for the optimal siting scheme of VIC intersections. Second, a boundary traffic flow optimization model framework is constructed. Finally, the results of comparative simulation experiments indicate that the proposed method performs well in enhancing traffic operational efficiency and alleviating traffic congestion and can maintain good applicability and effectiveness at different connected and autonomous vehicle penetration rates.
