Security Risk Analysis, Strategic Planning and Counterterrorism Effectiveness in Libyan State Institutions
Nizar S Mohamed Arbi, Mohd Yaziz Mohd IsaPurpose: This study examines the effects of Security Risk Analysis, Strategic Planning, and Organizational Capacity on Counterterrorism Effectiveness in Libyan state institutions. Design/Method/Approach: A quantitative cross-sectional survey was conducted with 200 security personnel. Data were analyzed using descriptive statistics, correlation, and multiple regression. Findings: All three factors significantly enhanced Counterterrorism Effectiveness, with Strategic Planning identified as the strongest predictor. The model explained 62% of the variance. Research limitations: The findings are limited by the cross-sectional design and focus on Libyan state institutions. Practical implications: Strengthening strategic planning, security risk analysis, and organizational capacity can improve counterterrorism effectiveness.
