Scaling Innovation Through Centers of Excellence: A Strategic Model for Enterprise-wide Learning and Leadership Development

Brian Fodrey

This chapter presents a case study of Carnegie Mellon University’s pioneering development of a cross-functional, enterprise-level “Centers of Excellence” (CoE) program, designed to foster leadership development, skill advancement, and innovation across the institution. Grounded in applied practice and strategic alignment with institutional goals, the CoE model functions as a hub for skill-building, policy evolution, and enterprise learning – leveraging diverse instructional modalities such as coaching cohorts, just-in-time training, and real-world simulation scenarios to drive cultural transformation and workforce agility. Drawing from over 15 years of experience in IT strategy, digital transformation, and organizational leadership, the author outlines the phased implementation approach, stakeholder engagement strategies, and sustainability mechanisms that have made the CoEs a replicable blueprint for other institutions seeking to embed innovation into their operational DNA. The chapter also explores how the model is anchored in service excellence and inclusive design. Through this lens, the chapter offers both a conceptual foundation and a practitioner’s guide for readers in higher education, nonprofit, and enterprise sectors aiming to scale leadership and skill building in dynamic environments.
