Satisfactory Performance in the Education Sector: Factors of Financing, Service Quality, and Equitable Students Access in Aleppo Governorate

Samer Al Ali, Abdulkader Zairbani

Purpose: This research aims to analyze the impact of factors related to funding, quality, and the coverage or accessibility of traditional educational services. It also highlights the contributions of the various entities involved in addressing this issue. Methodology: In-depth interviews were conducted with key experts in the education sector; the content of these interviews was analyzed to derive precise findings that help provide alternatives for decisions regarding challenges facing the sector. The researchers analyzed data on students attending public and private schools across both urban and rural areas of the governorate. Results: All interviewees indicated that funding for education specifically regarding teacher salaries and compensation comes from the government. While wage and salary levels have been raised, transportation costs remain a problem. Teachers attend training courses based on a pre-established program, primarily held in the central city. Training sessions in rural areas occur only upon the handover of a rehabilitated school and are funded by the sponsoring organization; however, these sessions are infrequent and insufficient. Originality: The paper presents viable solutions capable of contributing to the improvement of educational services provided within the governorate.
