Inter-phase disturbance propagation among three-phase electrodes can degrade electrode regulation in alternating-current electric arc furnaces (EAFs). This paper proposes ASC-DualGate, a risk-constrained structural-compensation framework that estimates local current- and voltage-side propagation maps from electrode-position increments by sliding-window ridge regression. The maps are interpreted as closed-loop equivalent associations under the incumbent regulator rather than as unbiased open-loop plant sensitivities. Global, stage-conditioned, and bounded safe-fallback candidates are screened independently on the current and voltage sides. The industrial evidence comprises offline replay of archived measurements from four heats of one 75 t three-phase AC EAF; ASC-DualGate was not deployed online at the plant. In same-window structural replay, ASC-DualGate reduces the current-side inter-phase coupling ratio, voltage-side inter-phase coupling ratio, and aggregate structural risk by 36.67%, 26.46%, and 30.98%, respectively, relative to Global. Against Raw, event-level peak and energy propagation ratios fall by 48.07% and 69.45%. An additional exact-algorithm, leakage-controlled leave-one-heat-out past-to-future replay over 472 held-out episodes is used to examine temporal transfer under a stricter evaluation protocol. A separate reduced closed-loop simulator is used for mechanism and controller comparisons. Overall, the results establish an interpretable, risk-limited candidate-selection mechanism, while online industrial performance and broader cross-heat transfer remain subjects for prospective validation.
