Risk assessment in Serbian private security: A critical review of the legal framework

The author explores risk assessment in the protection of persons, property, and business with special emphasis on its legal regulation in Serbia. In the paper, the author uses the normative method, the method of analyzing the content of available literature and legal regulations, the method of comparative law and, finally, through the synthesis of new knowledge, he tries to reach a unified conclusion. The first part of the research focuses on Serbia and its legal system, which relies on laws and secondary legislation. The second part of the paper deals with the comparative law of EU member states, some former republics of the SFRY, and some countries neighboring Serbia. It conclusion is that Serbian primary and secondary legislation is not adequately adapted to the needs of private security in Serbia and that its amendment is necessary. Comparatively, the legal system that is best adapted from the aspect of private security risk assessment is that of Croatia.
