Reconceptualizing Frameworks for Community Governance in Response to Public Health Emergencies: Insights from China's Future Communities Initiative

In a post-pandemic era, increasing emphasis has been placed on the capacity of cities to respond to societal challenges through effective government action and participatory community governance. This has led to scholarly interest in innovative approaches to urban governance that prioritize adaptability, collaboration, and resilience. )—a community situated in Hangzhou, China—this paper explores the role of digital and non-digital innovations for navigating bureaucratic constraints to enhance local governance during public health crises. By introducing a conceptual framework that shifts the focus from top-down, state-driven responses to resident autonomy and collaboration, this study contributes to the evolving discourse of community-based governance and how digital mediation can complement, rather than dominate, participatory solutions to urban challenges. In doing so, we expand understanding of the role of integrated emergency management systems and offer new insight into China's mechanisms of community governance that seek to orchestrate collaboration beyond formal institutional arrangements. By addressing these issues, the paper advances research at the intersection of spatial configuration and social engagement, detailing how emerging modes of governing communities open pathways for diluting organizational boundaries to shape sustainable and collaborative urban futures.
