Hydrazine‐assisted water electrolysis enables low‐energy‐consumption hydrogen production while simultaneously facilitating the harmless treatment of hydrazine‐containing pollutants. Herein, a hydrothermal and air‐annealing strategy was employed to simultaneously anchor Ru nanoclusters and Pt nanoparticles on NiO nanowires, thereby constructing a bifunctional Pt‐Ru/NiO catalyst with synergistic dual‐sites for the hydrazine oxidation reaction (HzOR) and hydrogen evolution reaction (HER). This study reveals that the incorporation of Pt and Ru effectively tailors the electronic configuration, optimizing the free energy of hydrogen adsorption/desorption and N 2 H 4 dehydrogenation kinetics, thus endowing the catalyst with outstanding HER and HzOR electrocatalytic activity. To attain the current density of 1000 mA cm − 2 , Pt‐Ru/NiO merely requires working potentials of 0.158 V for HER and 0.157 V for HzOR, respectively. Impressively, with Pt‐Ru/NiO functioning as cathode and anode, the assembled full hydrazine electrolyzer yields 200 mA cm − 2 at an extremely low cell voltage of just 0.057 V, with stable operation sustained for more than 100 h. This work provides a design framework for cluster‐particle dual‐site synergistic systems and offers a new pathway for hydrazine‐assisted high‐efficiency electrolytic hydrogen production technology.
