Psychological portrait of an effective head of an internal affairs agency in the context of a competency-based approach

Introduction. This article analyzes various scientific and practical interpretations of the job description of a head of an internal affairs agency. It identifies professionally significant personal qualities for career development, effective resolution of operational and service tasks, and personnel management within agencies, organizations, and units of the Ministry of Internal Affairs of Russia. It also demonstrates the place and role of legal and psychological knowledge and experience in the effectiveness and efficiency of management activities. Research Methods. Using a competency-based approach, elements of the job description of a head of an internal affairs agency were identified through a content analysis of theoretical sources and an expert survey of current heads of internal affairs agencies studying at various faculties of the Academy of Management of the Ministry of Internal Affairs of Russia. Results. Using a competency-based approach, the professionally significant personal qualities of a head of an internal affairs agency were identified. A resource for developing a reserve of personnel for promotion, self-education, self-improvement, psychological counseling, and self-regulation in solving internal affairs agency management problems, promoting the professional and personal growth and development of leaders, and increasing their subjective vitality in today's highly turbulent environment was identified. The current psychological technologies in the activities of the head of the internal affairs agency are identified as resources for improving professional activity, personnel management and increasing resilience.
