Psychological and pedagogical problems of forming 
the legal culture of a primary school child

The article considers the formation of the legal culture of a primary school child as a complex psychological and pedagogical problem. Based on the analysis of the genesis of the concepts “culture” and “law” from Antiquity to the present, the essential characteristics of legal culture as a pedagogical phenomenon are revealed. Current statistical data (2023–2025) characterizing the state of legal education and information risks are presented. The psychological and pedagogical problems arising in the process of forming the legal culture of primary school children are analyzed: the distinction between moral consciousness and legal consciousness, negative information impact, insufficient legal competence of teachers. Ways to overcome these problems are proposed based on the concepts 
of the classics of Russian pedagogy and modern research.
