Provision of inpatient medical care on the profile «medical rehabilitation» in the Siberian federal district

Medical rehabilitation is a crucial area of health care worldwide, driven by an aging population and the recognition of its role in improving treatment efficacy. In Russia, rehabilitation services are delivered within the territorial programs of the State Guarantee of Free Medical Care to Citizens of the Russian Federation. Since 2022, medical rehabilitation has been designated as a distinct direction under the state program «Healthcare Development.» Moreover, the federal initiative «Optimal Medical Rehabilitation for Health Restoration» is being implemented to establish an efficient and accessible health restoration system. Objective. To assess the level of inpatient medical rehabilitation availability across the entities of the Siberian Federal District from 2019 to 2024. Materials and methods. The study used data from medical organizations obtained from the websites of territorial compulsory medical insurance funds and health management authorities within the Siberian Federal District. Data extraction, statistical analysis, and analytical methods were employed. Results. Analysis of the availability of medical services in the district’s medical rehabilitation hospitals over six years has identified positive trends. Of 216 medical organizations engaged in medical rehabilitation activities, 66.2% operated in an inpatient setting. The medical rehabilitation infrastructure in the Siberian Federal District is predominantly state-run; however, in certain regions, the private sector is developing. The availability coefficient of inpatient medical rehabilitation facilities has increased in the Republic of Khakassia and the Irkutsk region, and decreased in the Republic of Altai and the Kemerovo region. Additionally, both the cost of completed medical cases and the amount of medical rehabilitation services provided have increased. Conclusion. The inpatient rehabilitation system in the Siberian Federal District requires expanded support from the private sector, enhanced transparency regarding the amount and funding of services across regions, and the implementation of national registries.
