Policy Brief On Indonesian Police Transformation Based On Innovation Adoption Readiness Model

Within Indonesia’s Golden 2045 national agenda, the Indonesian National Police faces strategic demands to strengthen its institutional capacity to respond to increasingly complex security threats, including cybercrime, transnational crime, digital disinformation, and non-traditional security risks. Institutional analysis indicates that five main issues warrant priority attention: a hierarchical organisational structure, gaps in the digital competence of the apparatus, an organisational culture that does not fully encourage innovation, suboptimal integration of police technology, and the need for regulatory updates to support predictive policing practices and modern security governance. This policy brief proposes using the Innovation Adoption Readiness Model as a framework for institutional reform within the Indonesian National Police. This model emphasises that successful institutional innovation requires a structured cycle of change through the stages of socialisation, persuasion, decision-making, implementation, and evaluation, supported by organisational governance, transformational leadership, and an integrated technology ecosystem. This approach enables the Indonesian National Police to carry out systematic, measurable, and sustainable transformation in line with the mandate of national bureaucratic reform. Strategic recommendations include: (1) short-term: strengthening internal oversight, accelerating digital public service responses, and increasing innovation literacy across all units; (2) medium term: developing an innovation management system and integrating service data to improve operational effectiveness and public accountability; (3) long term: developing the Polri innovation ecosystem, integrating artificial intelligence into police functions, and institutionalising an adaptive organisational culture supported by career and performance appraisal systems. Consistent implementation of the Innovation Adoption Readiness Model will strengthen the Indonesian National Police’s institutional competitiveness, increase public trust, and ensure the institution’s readiness to address national security challenges towards the Golden Indonesia of 2045.
