Organizational and economic mechanism for financial support of youth policy development activities
Inna Rykova, Roman Gubanov, Nelli SmirnovaThe article discusses the theoretical and methodological basis for assessing the effectiveness of support for youth policy initiatives, which is the legislative and organizational basis for the formation of state national goals for the development of young people within the framework of the implementation of national projects and state programs of the Russian Federation. The purpose and objectives of the study are to substantiate the organizational and economic measures for the financial support of Rosmolodezh projects. Objectives: to describe the results of a questionnaire survey conducted by the Research Institute of Finance of the Ministry of Finance of the Russian Federation to summarize information about the participants of Rosmolodezh projects and subordinate autonomous organizations. Research methods: statistical analysis, review of quantitative indicators of the effectiveness of youth entrepreneurship, time series and growth rates, and a graphical method of summarizing regional data on the number of respondents who participated in project activities under the functions of Rosmolodezh. Based on a questionnaire survey of young people in Russian regions, the article presents the results of a comparative assessment of respondents’ opinions on the level of public awareness of autonomous organizations subordinate to Rosmolodezh. The sample of respondents in the questionnaire survey on the implementation of social projects in Rosmolodezh includes regions with both minimal and maximal effects. As a result of the study, the regions with the highest number of participants in the implementation of social projects by Rosmolodezh were the Orenburg Region, the Krasnoyarsk Territory, and the Tambov Region. The authors have studied the targets for the development of projects in the field of youth policy, from the patriotic education of young people to the involvement of citizens in scientific activities and the achievement of the effectiveness of research projects for the development of youth entrepreneurship.
