ON THE METHODOLOGY FOR ASSESSING THE EFFICIENCY OF COOPERATIVE LAND MANAGEMENT
Dmitriy ZolotuhinThe article discusses methodological approaches to assessing the effectiveness of cooperative land management. The article reveals the essence of the synergetic effect that occurs when combining land, technical, financial and labor resources within the framework of an agricultural cooperative and demonstrates how cooperation allows achieving results exceeding the sum of the effects of the isolated work of individual farms. The central place in the research is occupied by the development of a conceptual model of cooperative land management, which is presented as a system of interrelated subsystems: integration of land resources, creation of a joint infrastructure, coordination of production processes, a management subsystem and a mechanism for distributing results. Special attention is paid to the differentiation of the economic effect depending on the role of land at different levels of the production process, as an object of labor, the main means of production and the spatial basis. To quantify the effectiveness, a methodology is proposed that includes a multi-criteria system of indicators covering economic (cost, profitability, net income growth), environmental (preservation of soil fertility, reduction of erosion, reduction in the use of agrochemicals) and social (employment, income of cooperative members, rural development) aspects. The paper presents formulas for calculating the synergetic and overall economic effect of a cooperative, which make it possible to quantify the increase in efficiency due to cooperation. The practical significance of the research lies in the possibility of applying the proposed methodology to substantiate management decisions in the field of agricultural land management, forecasting the development of cooperatives and comparing the cooperative model with traditional forms of individual land use. A comparison of cooperative and individual land management was carried out according to key criteria: costs, yield, environmental sustainability, market access and risk distribution, which clearly demonstrates the advantages of a cooperative form of agricultural production organization. The results of the study can be used by agribusiness management bodies, project organizations in the field of land management and agricultural cooperatives themselves in planning and evaluating the effectiveness of land management measures.
