On the issue of analyzing municipal housing programs for young families as a mechanism for the sustainable development of agricultural human resources

The unresolved housing issue is a key factor in the migration outflow of young people, exacerbating the shortage of personnel in agriculture. The article analyzes the implementation of municipal programs to support young families in the context of their impact on the staffing of the agricultural sector and substantiates proposals to improve housing tools, taking in account the specifics of rural areas. The methodological basis was a systematic approach using statistical, comparative, and logical analysis. The information base consists of regulatory legal acts of the Russian Federation, the Sverdlovsk region and seven rural municipal districts of the region with a pronounced agricultural specialization, as well as reports on their activities for 2014-2024. The results of the study showed that formally high cash execution of programs does not translate into a commensurate reduction in priority and does not create significant incentives for securing young professionals in the agricultural sector. Institutional gaps in the coordination of housing and sectoral programs have been identified, and the absence of standards linking subsidies with employment obligations in agricultural organizations has been established. The necessity of expanding the use of payments, introducing industry-specific encumbrances and differentiating co-financing is substantiated. The proposed toolkit can be used by authorities in developing mechanisms to increase housing security for young families as an element of staffing agriculture.
