OBJECTIVES AND DIRECTIVE OF STATE POLICY UNDER PRINCIPLES THE SOKOTO CALIPHATE

The Muslims have consistently held the view that religion and state are inseparable. This is not only because every aspect of their life is regulated by Islam, but also because all their governmental and economic activities are regulated, and governed by the Sharia. The agency (Khilafa) by which the Muslims were guided during the post- prophetic era in the way of God is the Uli al Amr (those having authority among the muslims and who enjoin the right and forbid the wrong). These authorities were organised in duwal (Sing, dawla: regime or state) which succeeded each other in time according to changing conditions and circumstances. The obligation to obey and render allegiance to those authorities was conditional upon the Uli al - Amr (those in authority) acting in obedience to God and His Messenger.
