Multi-Entity Balancing Responsibility Partitioning and Allocation for Micro-Dispatch Balancing Areas
Hongjin Pan, Hucheng Li, Lifei Sun, Bingcheng Cen, Fei Xu, Ling HaoMicro-dispatch balancing areas need responsibility rules that distinguish deviation attribution from physically feasible corrective action. This study links a bus-level distance-based partitioning formulation with a constrained two-stage allocation model and quadratic Shapley attribution. Because the supplied network export and operating records are incomplete, the rebuilt case treats the six-area IEEE 118-bus partition as a fixed scenario and uses one 96-period proxy day containing 27 source profiles (four thermal and 23 renewable; 6916 MW). Under dimensionless objective scaling, the strict allocation is feasible within the modeled entity-level limits, requires neither external balancing nor cumulative slack, and assigns 9.71% of responsibility to thermal entities; exact quadratic Shapley attribution assigns 9.13%. For the co-directional set used here, normalized quadratic Shapley attribution is analytically identical to deviation-proportional allocation, so Monte Carlo differences measure sampling error rather than a distinct redistribution effect. Sensitivity tests show that the remaining constrained-versus-attribution gap depends on objective weights and obligation settings. Network-limit, partition-robustness, and seasonal-generalization claims are not made because the required inputs are unavailable.
