Modernization of the education system in the Volgograd Region as part of the implementation of the Soviet Educational Policy in 1981-1991

The study of regional educational systems is a rather relevant issue within the framework of peda-gogical science, especially the history of pedagogy. This is due to the fact that the regional educa-tion system provides training for the economy, thereby contributing to the socio-economic develop-ment of the region. The purpose of this article is to analyze the process of modernization of the edu-cation system in the Volgograd region during the period of 1981-1990, in the context of the educa-tional policy implemented by the Soviet authorities. The characteristic features of this process are highlighted. To achieve this goal, we followed the principles of historicism and objectivity. The con-cepts of modernization of society and education (M.V. Boguslavsky, S.G. Novikov, S. Eisenstadt, etc.), and the holistic approach to education (V.S. Ilyin, N.K. Sergeev, V.A. Slastenin, etc.) contrib-uted to a balanced assessment of the conclusions we found in the publications.
