Mining Prosperity

This research examines the intricate relationship between natural resource management, regional competitiveness, and the pivotal role of security institutions in Indonesia. By investigating the “Natural Resource Curse” phenomenon, the research proposes a revaluation of mineral governance through the lens of institutional efficacy and “Sustainable Policing”.  Utilising a sophisticated methodological framework encompassing Qualitative Comparative Analysis (QCA), Spatial Analysis, System Dynamics, and Behavioural Economics, the study identifies the fundamental governance gaps that lead to systemic inefficiencies and economic leakages.  The primary findings emphasise that geological abundance is insufficient for regional prosperity without robust institutional “guardrails”. A significant portion of this work is dedicated to justifying the indispensable role of the Indonesian National Police (Polri) as a strategic partner to the Ministry of Energy and Mineral Resources (ESDM).  The study demonstrates that police assistance is critical to protecting Mining Inspectors and eradicating the “shadow economy”. This research concludes that a transition towards a data-driven, proactive policing paradigm is the sine qua non for ensuring that Indonesia’s mineral wealth translates into inclusive societal welfare.
