Methodology for assessing the contribution of software products from residents of the Innopolis SEZ to ensuring the technological sovereignty of the Russian Federation

The massive withdrawal of foreign IT companies from the Russian market in 2022-2025 has set the government the task of replacing foreign software with domestic products. One of the leading platforms for the development of import-substituting software in the Russian Federation is the Innopolis technical and innovation-type special economic zone. However, the existing methods for assessing the effectiveness of special economic zones are based on quantitative indicators that do not allow assessing the contribution of residents to ensuring the technological sovereignty of the country. This gap determines the interest of the authors in the development of an appropriate measuring instrument. The purpose of the study is to develop and test a methodology for assessing the contribution of software products using the example of Innopolis residents to import substitution. The information base of the study consists of regulations, information from the Unified Register of Russian Software and the State Register of Certified Information Security Tools, the Innopolis catalog of IT products, as well as press releases from government agencies on the implementation of domestic programs. Four resident software products were selected to test the methodology: the Astra Linux Special Edition operating system, the MyOffice office suite, the IVA MCU video conferencing platform, and the Visiology BI platform. The paper uses methods of analyzing regulatory documents, comparing functionality and scoring programs according to three criteria.: the level of certification of the Federal Service for Technical and Export Control, the degree of functional substitution of the imported counterpart and the scale of implementation. According to the results of the methodology testing, Astra Linux Special Edition and IVA MCU are classified in the "Strategic Sovereignty" group, which means they are fully ready to replace their foreign counterparts. The MyOffice and Visiology programs are included in the "Secure Replacement" group, as they require improved functionality and increased security. The results obtained during the application of the methodology are an objective basis for assessing the strategic importance of the software, the reasoned distribution of government support measures among residents and the identification of remaining niches of import dependence.
