METHODOLOGY FOR ASSESSING THE BALANCE OF RURAL AREAS
Vasilii Zakshevskii, Andrey UlezkoThe article reveals a methodology for assessing the balance of rural areas as spatial systems. Due to their structural complexity and functional heterogeneity, rural territories are considered as spatial and infrastructural (a set of components that determine the spatial framework of economic activity and livelihood of the rural population) and spatial and economic systems. Each of the systems is described by three components (respectively, the organization of space, settlement, infrastructure and economic space, economic resources, rural economy), which reduces the task of assessing the balance of the studied systems to the task of assessing the ratio of elements in three-component systems. To solve this problem, it is proposed to use a method based on the Rosenbom-Gibbs triangle, the construction of which assumes that: all components have the same impact on the development of the system, i.e. Graphically, the system can be described as an equilateral triangle, each vertex of an equilateral triangle is described by one of the components and corresponds to its maximum value, the actual state of the system is displayed by a point inside the triangle and unambiguously reflects the contribution of each component to the integral assessment of the state of the system, the level of balance of the systems is determined based on the sum of the deviations of the components from the point located in the center of the equilateral triangle, reflecting the state of complete balance, deviations of the point, reflecting the actual state of the system, from the point in the center of the triangle reflect the level of imbalance of the system as a whole and in individual components. The information base of calculations consists of indicators reflecting the state of spatial-infrastructural and spatial-economic systems of rural territories at the district level in terms of components.
