Medical Professional Mobility: Reframing Medical Tourism to Include Professional Circulation, Labor Movement, and Telepresence

This chapter introduces medical professional mobility as a distinct field of inquiry that addresses a critical conceptual gap in transnational healthcare research. While existing literature focuses on patient mobility (medical tourism) and permanent healthcare worker migration (brain drain), medical professional mobility examines the temporary, often recurring cross-border movement of medical professionals for service delivery, capacity building, and expertise transfer. Drawing on recent research in global health governance, humanitarian medical missions, telemedicine, and transnational knowledge circulation, this conceptual paper establishes theoretical foundations, identifies key mechanisms and patterns, and proposes a research agenda for this emerging field. Medical professional mobility represents neither simple tourism nor permanent migration, but rather a complex set of professional practices that shape global health equity, workforce development, and healthcare access. This framework has significant implications for policy, practice, and understanding the future of global healthcare delivery.
