MECHANISM OF EXPORT REVENUE RECIRCULATION IN THE MONETARY PROVISION OF INVESTMENT SUSTAINABILITY FOR THE ELECTRIC POWER COMPLEX OF HARD-TO-REACH AND NORTHERN TERRITORIES
Anna GorbenkoThe article examines the organizational and economic mechanism of recirculating a portion of export revenues from high-tech energy solutions as a key monetary instrument for ensuring the investment sustainability of the electric power complex in hard-to-reach and northern territories. The relevance is driven by the chronic underfunding of energy infrastructure in the Arctic zone of the Russian Federation and the Far East, a high share of diesel generation, critical equipment depreciation, and the absence of closed extra-budgetary sources of investment. The author proposes a four-phase recirculation model, including technology localization, patent protection, export monetization, and targeted reinvestment of a portion of export revenues into a specialized development fund. In contrast to traditional budget and credit financing, the proposed mechanism forms a self-sustaining ecosystem of technological development, reduces the time required to move down the learning curve, accelerates the achievement of serial production, and lowers the levelized cost of electricity for end consumers.
