Listening Between and Beyond Lines to the Voices From Inside: What the Authorities Say About the Digital Education Platforms of Türkiye

This study aims to explore the perspectives of the field experts and decision-makers on the development, effectiveness, and accessibility of digital education environments in Türkiye. Particular emphasis is placed on the critical themes such as educational equity, inclusion, and access to opportunities, with a focus on evaluating both the current state and future directions of digital learning platforms. Designed as a qualitative inquiry, the study adopts a phenomenological research design to capture in-depth insights. Six participants working at the General Directorate of Innovation and Educational Technologies under the Ministry of National Education were selected using purposeful sampling. The data were collected through semi-structured interviews and analyzed using content analysis, allowing for the emergence of themes and subthemes that systematically represent the findings. The findings indicate digital education environments in Türkiye have evolved through three major phases: pre-pandemic, pandemic, and post-pandemic periods. Each phase has contributed uniquely to the shaping of digital learning systems whilst also exposing various structural challenges. The participants emphasized the significance of national investments in technological infrastructure, highlighting ongoing barriers in ensuring equal access, integrating students with special needs, and bridging the digital divide. Moreover, the study reveals the need for enhancing psychosocial support mechanisms, improving teacher digital competencies, and ensuring fairness in assessment and evaluation. The study concludes building a more inclusive, flexible, and sustainable digital education system in Türkiye requires long-term strategic planning, cross-sector collaboration, and continuous policy reform. Therefore, it provides invaluable insights for policymakers, educators, and researchers working to improve the digital learning ecosystem.
