Legal regulation of finances 
and financial activities of the penal system 
of Russia

This paper examines certain characteristics of departmental finances formed and used in the ugolovno-ispolnitel'naya system of the Russian state. Taking into account the specific characteristics of departmental finances, the development of the conceptual and categorical apparatus of the science of financial law is substantiated. The author explains why the category ‘financial activity of the state’ is gradually giving way to the category ‘public financial activity’
