Leadership Under Constraint: Interpreting Instructional Reform in Algebra I Amid Resistance and Uncertainty
Totrina L. MosleyThis case situates instructional leadership in a high school pursuing Algebra I reform to expand access and improve outcomes for learners with disabilities. Centered on a third-year principal’s three-phase leadership effort, the narrative traces how professional learning, co-teaching, and data-informed practices collide with uneven teacher capacity, shifting professional authority, and enduring structural barriers to inclusion. As implementation unfolds, a traumatic classroom incident disrupts trust, exposes cultural tensions, and complicates perceptions of leadership responsibility. Rather than offering a single solution, the case reveals dilemmas of equity, instructional change, and sustainability, inviting leaders to reflect on leadership amid resistance and uncertainty.
