Insurance Risk in Modern Economy: Rethinking, Classification, and Market Development Guidelines

Nikolay Makarov, Yulia Solovyeva

Today’s economic reality is characterized by a high degree of uncertainty. However, the economy is not the only source of threats, hence the need for more effective mechanisms to minimize or compensate for losses. The insurance market is attempting to adapt to new challenges, but the process is hindered by the lack of a comprehensive theoretical framework for redefining the concept of insurance risk. This article describes the essential characteristics of insurance risk. It offers a multidimensional classification system that takes into account the current macroeconomic trends and identifies prospects for the Russian insurance market. Standard research methods, together with SWOT and PESTEL analyses, were applied to the regulatory and legal acts of the Russian Federation, as well as statistical data and reports obtained from the Central Bank, the National Union of Agricultural Insurers, and the Russian National Reinsurance Company. The study identifies major barriers to the industry’s development in the Russian Federation. The multidimensional classification of insurance risks integrates criteria for the source of risk, the scale of losses, the degree of manageability, and the specifics of regulatory impact. Ultimately, a unified national risk office is necessary to aggregate statistics and improve the financial stability of the insurance sector. This systemic approach lays the foundation for improving risk assessment models and ensuring the sustainable growth of the insurance market.
