Improving tools for assessing the contribution of bioeconomics to the socio-economic development of regions of the Russian Federation

The relevance of the research topic is justified by the need to ensure the implementation of national technological development priorities established by the strategic planning documents of the Russian Federation. The purpose of the study is to identify the main trends in the bioeconomy, substantiate the calculation and analytical tools for assessing its contribution to socio-economic development at the micro- and meso-levels. This article examines the main factors and trends in the bioeconomy at the current stage, presents calculations of the dynamics of the global and Russian bioeconomy in monetary terms for the period 2020-2024. The authors propose an interpretation of the definition of bioeconomy, substantiate the calculation and analytical tools for a multifactorial assessment of the potential of rural settlements, allowing for the substantiation of priority investment areas at the micro- and meso-economic levels, taking into account the socio-ecological and economic characteristics of the administrative-territorial unit in question, and the requirements of sustainable development. The results of the study can be used in state and municipal administration in the preparation of strategic planning documents, as well as in the context of ensuring the achievement of the targets of the national project «Technological Support for the Bioeconomy».
