Improving the methodology for assessing the investment attractiveness of the agricultural sector in the Krasnodar region
Alexey KhalyapinThe article analyzes the investment attractiveness of the agro-industrial complex of the Krasnodar Territory. The objective of the study is to improve the methodology for assessing the investment attractiveness of the regional agro-industrial complex. Methods: economic and statistical analysis, calculation of economic value added (EVA), market value added (MVA), shareholder value added (SVA), integral indices, factor and comparative analysis, SWOT analysis, 4D methodology (Dynamics, Accessibility, Dependability, Durability). For the period 2020-2024, seven methods revealed the paradox of "relative growth with absolute degradation." Cost methods recorded a crisis: a drop in marginality from 36.4 to 7.8%, a decrease in EVA by 21,295.1 billion rubles, a decrease in SVA by 24 billion rubles, with MVA stagnation. Smaglyukova's method showed a drop in the final indicator by 15.6% due to outpacing risk growth. The Dokal'skii-Azhlunin factor method revealed an increase in the integrated index from 0.3 to 0.61 and in return on assets by 0.57 percentage points, indicating a strengthening of the region's relative position among Russian regions. A SWOT analysis and the Harvard School method confirmed increasing infrastructural, environmental, and geopolitical constraints. Conclusions: an integrated system based on the 4D method, supplemented by adjusted EVA, a comparative integrated index, a marginality indicator, and macroanalysis, is optimal. This system enables the timely identification of imbalances and policy adjustments. Implementation of the proposed approach enables a transition from fragmented diagnostics to strategic management of the investment attractiveness of the agro-industrial complex, ensuring a balance between profitability, accessibility, reliability, and long-term sustainability. The developed methodology is recommended for use by regional authorities and potential investors.
