IMPROVING PENITENTIARY LEGISLATION: THEORETICAL-LEGAL ANALYSIS AND INTERNATIONAL EXPERIENCE

This article provides an in-depth analysis of the priority areas for improving the penitentiary legislation of the Republic of Uzbekistan, ensuring the rights and freedoms of convicts, humanizing the penal execution system, and introducing digital technologies. The advanced international practices of developed foreign states (Germany, Scandinavian countries, the United Kingdom, and the USA) in the penitentiary domain are examined through a comparative-legal approach, identifying practical models adaptable to national legislation. Conclusively, the research formulates specific legislative proposals and scientific conclusions aimed at reforming the national Code of Execution of Criminal Penalties.
