Photon-in-photon-out high-energy-resolution X-ray spectroscopies demand highly brilliant X-ray sources. At the High Energy Photon Source (HEPS), a brand-new fourth-generation synchrotron facility in Beijing, China, the ID33 beamline operates three distinctive spectroscopic techniques featuring different levels of energy-resolving power, ranging from meV to eV. Nuclear-resonant scattering provides a local, isotope-specific probe to characterize electronic and magnetic structures as well as vibrational dynamics. Non-resonant X-ray Raman scattering can be employed to investigate low-energy core-level electronic excitations. Resonant inelastic X-ray scattering reflects element-specific information about charge and spin dynamics. In this paper, the layout, optical performance, and unique instrumentation of beamline ID33 are presented. Thanks to the high brilliance of HEPS, it is envisaged that ID33 can provide a suite of advanced spectroscopic tools to assist the advancement of materials science, condensed matter physics, bio-chemistry, earth and planetary sciences, etc.
