FORMALIZATION OF THE TRANSPORT PROCESS OF POPULATION EVACUATION IN EMERGENCY SITUATIONS BASED ON THE INDICATOR OF TRANSPORT FUNCTION PRESERVATION

The study considers the problem of describing population evacuation as a special transport technological process implemented on the urban road network under emergency conditions. A calculation and terminological scheme is proposed in which the state of the transport system is described through the preservation of the transport function over time, functional states, functional failure, stable functioning period, residual function, degradation and recovery. A coherent calculation framework is formed, linking evacuation transport demand, capacity of road network elements, route availability, observability, controllability and the integral quality indicator of transport system functioning in emergencies.
