Factors Affecting Post-Disaster Supply Chain Functionality: An Evaluation in the Context of the February 6 Earthquakes

This study aims to systematically identify the key factors influencing supply chain functionality in the aftermath of the February 6, 2023, Kahramanmaraş earthquakes and evaluate their relative importance. The research was conducted with medium- and large-scale textile enterprises in Kahramanmaraş, the epicenter of the disaster, and is based on assessments by senior managers directly involved in post-disaster operations. Six key factors identified from the literature, namely, infrastructure continuity, supplier diversity, inventory control capability, coordination level, financial accessibility, and workforce capacity, were analyzed using the Best-Worst Method, which enables highly consistent measurement of participants' judgments. The analysis revealed that workforce capacity emerged as the most critical factor in sustaining supply chain functionality following the Kahramanmaraş earthquakes, while financial accessibility and supplier diversity also played important roles, whereas the impact of infrastructure continuity, coordination level, and inventory control capability was relatively more limited. The findings indicate that the recovery of textile enterprises operating in the region was largely shaped by safeguarding human resources and ensuring the continuity of financial flows. The study contributes to the literature on post-disaster supply chain functionality while providing policymakers and practitioners with practical insights for strengthening preparedness, continuity, and recovery capacity.
