The asymptotically exact solution is obtained for the problem of the excitation of short cyclotron waves in metals with a mirror surface. A resonance effect involving surface electrons and due to anomalous penetration of an electromagnetic field into the metal is predicted. It is shown that weakly damped cyclotron-type waves should exist near such a resonance. The conditions of observation are specified and the resonance line shape for the field distribution and the spectrum of these waves are found.
