Evidence to law in global health governance and emergency preparedness

TD Purnat

Abstract

This presentation will bring a global health governance perspective to the workshop by examining how evidence becomes usable and actionable in cross-border public health responses. Drawing on experience in health information, evidence-informed policy-making, infodemic management, and emergency preparedness, it will explore how scientific evidence is translated into governance decisions under uncertainty, particularly during public health emergencies. The presentation will address how information environments, trust, equity, institutional capacity, and political negotiation influence whether evidence can support timely and legitimate public health action. It will also consider how global health governance differs from EU public health law, especially when regulatory authority is distributed across international organizations, national governments, and diverse health systems.
