Evaluating Planning Boards: Insights from Appointed Officials
Christine QuattroLand development board members (planning commissions, boards of adjustment, and zoning boards) play a critical role in ensuring planning due process, yet objectives often diverge. Appointees guide urban growth, although board structures face criticism and persistent tension between reform and legal mandates. This study highlights the overlooked perspective of those appointed to serve. The findings reveal that individuals able and willing to serve do so despite challenges, driven by altruism, community efficacy, and planning reform. Limited support, procedural burdens, and unclear mandates signal outdated public hearing formats. Redesign could reduce fatigue, making space for more meaningful input.
