Economic Assessment of Organization and Quality in Medical Equipment Production

Viktoriya Shmatkova

Despite sanctions and import substitution policies, Russian medical equipment manufacturers are demonstrating steady growth. However, the economic impact depends not only on the volume of resources but also on the quality of organization and management within industry subsystems. Existing approaches to assessing organizational management structures are too general and overlook the specifics of the medical industry, such as long product life cycles, strict regulatory requirements, and government procurement. This article introduces a subsystem classification and an original model that link organizational and quality parameters with economic impact. It provides a scientific justification for a methodological approach to the economic assessment of subsystem organization and quality in the medical equipment manufacturing industry. A synergy of the systems approach and general scientific methods helped identify five subsystems: production, R&D, sales, service, and management. The findings also include a systematized set of quantitative and qualitative indicators, a step- by-step economic assessment algorithm, and an interaction model for organization, quality, and economic effect. This methodological approach can be used by government agencies and management companies to monitor the effectiveness of industrial policy in the medical technology sector.
