Economic aspects of the provision of adequacy in planning the development of energy systems in modern conditions

ChukreevThe article shows the indirect relationship between the adequacy indicators of electric power systems in the form of the probability of deficit-free operation with the function of reduced costs, taking into account the compensatory costs from the unreliability of electricity supply to consumers. The article presents the ratios of specific costs for generating capacity and damages from unreliability and concludes that it is not advisable to use the outdated methodology for their determination. The article explores the application possibilities of regulatory indicators to ensure adequacy that will satisfy both electricity producers and consumers. Based on hypothetical models, which are similar to the model of the calculation scheme of Russia’s integrated power systems, we have conducted the studies to demonstrate the impact of the adopted regulatory values of probabilistic adequacy indicators on the decisions regarding the development of generating capacities.
