Driving Forces of Urban Renewal Based on the Status–Perception–Resilience Model: A Case Study of Urumqi, China

Abstract

With the acceleration of global urbanization, cities are increasingly confronted with challenges such as limited land resources, spatial imbalance, and deteriorating environmental quality. Urban renewal has become a key and urgent strategy for enhancing urban sustainability and addressing the decline of urban functions. Urumqi, as a core city in western China, is confronted with unique challenges such as the scarcity of land resources, cultural integration, and spatial contradictions brought about by the accelerated urbanization. The research focuses on the urban renewal practice in Urumqi from 2013 to 2018, extracting 1,334 renewal sample points to explore the multidimensional driving forces of urban renewal; analyze the key influencing factors and differences of residential, commercial, industrial and public service land in the renewal process; and provide theoretical support for optimizing the allocation of urban renewal resources and planning policies. The research integrated multisource geospatial data and 154,020 street view images collected by Baidu Maps (version 18.8.0) application programming interface. It innovatively introduced the perception dimension into the urban renewal model, used HRNetV2 semantic segmentation of street view images to extract perception indicators, and combined the urban resilience dimension to construct an evaluation system. Hierarchy-driven models are constructed for different land use types, and the differentiated influence mechanisms are revealed through multiple logistic regression. It was found that the renewal of residential land was mainly driven by service resilience, the renewal of commercial land relied on emotional perception and building density, and the renewal of industrial land was positively affected by land prices and negatively restricted by emotional perception. Based on this, it is suggested that urban renewal should be implemented in a classified manner: residential land should focus on improving public service facilities, commercial land should pay attention to optimizing the quality of street scene space, and industrial land should balance economic benefits and community acceptance. In addition, the multiethnic cultural characteristics of the research samples may limit the universality of the conclusion in other cities. Future research can be expanded to multicity comparisons in the western region, incorporate dynamic socioeconomic data, and extend the observation period to verify the stability of the driving mechanism.
