Developing a Strategic Plan for Recovery

Hakim J. Lucas, Roderick L. Smothers

Abstract

Chapter 3 converts diagnostic insights into a living, mission-aligned strategic plan that accreditors and stakeholders can trust. It details how leadership teams articulate a small set of enterprise goals, translate them into specific, measurable, achievable, relevant, and time-bound outcomes, and assign accountable owners, milestones, and review cadences. Standard-by-standard responses are mapped to evidence inventories, a risk register, and a compliance calendar so findings become funded priorities rather than episodic fixes. Budget alignment is treated as strategy in action: resources shift to student success, academic quality, and fiscal controls, while low-yield activity is sunset through transparent criteria. The chapter explains the roles of the Office of Institutional Effectiveness, data governance, and dashboards in closing the loop, and shows how Unrestricted Net Assets/Unrestricted Net Assets Excluding Plant and Southern Association of Colleges and Schools Commission on College expectations are demonstrated through audited statements, program assessment, and continuous-improvement artifacts. Leaders are guided to integrate scenario planning, enrollment and retention analytics, and workforce relevance into the annual planning cycle. Finally, the chapter offers a change-management toolkit—charters, communication scripts, decision logs, and after-action reviews—so execution survives leadership transitions and budget pressure. The result is a plan that is measurable, reviewable, and financially real, turning accreditation feedback into a durable operating discipline.
