Developing a framework to introduce equitable access to reimbursement approaches in the UK and US

WD Roberts

Abstract

As value-based health care models gain traction in several countries, questions remain regarding how equity is accounted for when incentivising system performance. Current approaches are limited in their assessment of for whom value is created. This project critically assesses current approaches to the measurement of equity, the application of equity to adjusted payment models and the evaluation of existing approaches, including the health inequality index as part of U.K. NHS capitation-based funding. This is with an aim to align service delivery and reimbursement models with an objective to reduce disparities in access and outcomes. Using systematic reviews of literature and publicly available data, this project provides health care providers and policymakers around the world with practical tools to evaluate and improve equity within service design, incentive structures, supporting efforts to build more inclusive health systems.
