Paolo CameraCommunity mental health services must support healthy communities while facing fragmented systems and rising needs. This conceptual article introduces RISMe-T (Integrated and Stepped Territorial Mental Health Network), a pragmatic framework for organising territorial mental health and related human services. Informed by WHO/OECD guidance, Italian territorial-care reforms, and practice experience, RISMe-T defines four levels of care intensity supported by multilevel governance, integrated information systems, and co-production with service users and families. We discuss how the model can guide administrators and policy makers to strengthen community-based, recovery-oriented, and equity-focused systems.
